The motto of WPASL is “Knowledge is leadership” As Plato succinctly put it, “knowledge is virtue.” Knowledge is the key to understanding that which is both known and unfathomable. Knowledge has become a very important and powerful tool for women who desire, aspire, yearn and commit themselves to be engaged in politics and governance. Taking into account that women in governance and political leadership has limited access to resources, training and exposure to gain further knowledge and information, WPASL conducted a series of capacity building.
WPASL capacity building series contributed towards enhancing women’s leadership in areas of effective intervention, representation, negotiation and articulation for women’s equality, democracy and minority rights. Mostly, this realm of capacity building activities broadened the horizons for women in political parties, trade unions, community based organizations and civil society women leaders.
National Level Training
The first series of national training programmes focused on capacity-building and raising awareness for women leaders and political activities of partner organizations, networks and their counterpart members. The objectives of this action were to develop a team of campaigners for the promotion of affirmative action for women’s participation in politics. The training programmes also aimed at proving advance level orientation, consolidation and strengthening of partner organizations and women’s networks who were previously involved in ccommunity level awareness raising interaction on women issues and women's participation in politics. These efforts have contributed to formation of sustainbility plan and a district support base for WPASL. The participants of the national level training programmes acted as resource persons for provincial level training and capacity building. Resource persons for the provincial activities intended to facilitate the formation of the network together with its partners and other networks the broader coalition of WPASL.
Six workshops have been held in the districts of Colombo (3), Jaffna, Kandy, Batticaloa in 2010. These capacity building saw more than 200 participants from diverse backgrounds come together to share experiences, challenges and good practices in enhancing women’s leadership in governance in Sri Lanka. Participants learnt networking, social mobilization, advanced orientation for advocacy and lobbying for gender equality by using rights based approach intersecting with CEDAW, UNSCR 1325 and ICERD—promoting rights of minorities
National Level Training
The National
Training programmes focused on raising awareness of the cadre who will be the
campaigners for the promotion of affirmative action for women’s participation
in politics. The training programmes involving leadership of partner
organisations and women’s networks formed the
support base for WPASL. Resource
persons for the Provincial activitiesintended to facilitate the formation of
the network together with it’s partners and other networks the broader
Coalition of WPA-SL.

The principle of subsidiarity and provincial level Training
The focus on provincial level trainng was a governance closer to the citizen
The principle of subsidiarity is fundamental to the co functioning of the WPASL in programme designing. and more specifically to European decision-making. In particular, the principle determines when the EU is competent to legislate, and contributes to decisions being taken as closely as possible to the citizen.
The provincial level workshops focused on developing leadership and skills of elected women representatives in Provincial Councils and Local Government Institutions. As well as those in public Institutions. Divisional secretariat and GS’s. These activities were conducted as in depth training related to International Conventions, to provide orientation on obligations, norms and standards GOSL has to obliged, and the constitution of Sri Lanka including 13th & 17th amendment to the constitution – Devolution of Power and Provincial Governance, Independent Institutions.
2010 seven (07) Provincial Level Workshops were held with 205 participants. In 2011 nine (09) Provincial Level Workshops were held with 156 participants.
